By virtue of it, the organization of the water supply and sewerage sector carries out certain activities, including the connection of the facility to the networks.

In this case, the activities are carried out to the border of the applicant's site, and in the case of connection (technological connection) of an apartment building - to the border of the engineering and technical networks of cold water supply located in this house.

According to the applicant, such a condition unlawfully imposes additional obligations on the construction of water supply networks not only to the border of the relevant plot, but also from the border of the land to the apartment building. This increases the cost of building networks that are not included in the investment program.

The Supreme Court of the Russian Federation did not agree with this position and emphasized the following.

The Law on Water Supply defines the general rules for connection (technological connection) of capital construction facilities to centralized cold water supply and sanitation systems.

Thus, the point of such a connection, if technically possible, is installed on the border of the site on which the applicant's capital construction facility is located.

Meanwhile, the provisions of this act apply to relations related to the provision of public services for water supply, including cold, to the extent not regulated by other laws.

At the same time, by virtue of the Housing Code of the Russian Federation, the organization supplying the resources necessary for the provision of public services is responsible for such supplies to the boundaries of the common property in an apartment building and the boundaries of the external networks of engineering and technical support for this building.

Such a rule shall apply, unless otherwise established by an agreement with this organization.

At the same time, the Rules for the maintenance of common property in an apartment building provide that the internal engineering systems of cold and hot water supply are included in the common property.

Based on the analysis of the norms of these Rules, water supply networks located outside the outer boundary of the wall of an apartment building are not included in the common property of the owners of premises in an apartment building.

With this in mind, the disputed provision of the standard contract does not contradict the law.

2 Works on laying and connecting the water supply

If you have the appropriate permission, then all installation work can be done by hand. The central water supply is a pipe with a diameter of 100-500 mm, which can be connected in two ways:

• welding method;
• use of clamp.

When using the welding method, the nearest shut-off valves are closed in the section of the central pipeline, after which a hole of the diameter specified in the project is cut out on the pipe, to which the thread (coupling) is welded. Insertion with the use of overhead clamps is carried out when connected to pipelines made of polymeric materials - polypropylene and polyethylene pipes. To do this, the water is blocked and on the pipe, in the place where the hole will be drilled, a rubber or silicone expander is placed.Next, a clamp is applied and fixed (tightened with bolts), to which the thread is welded, a crane is mounted and a pipe is connected. In addition to the screed, it is desirable to fix the clamp with special epoxy adhesives that prevent its displacement during the thermal expansion of the pipe.

For distributing water supply inside the house, it is best to use polymer or metal-plastic pipes - this is a relatively cheap and durable option that surpasses steel counterparts in all performance characteristics. Connecting a shower cabin to the water supply, as well as columns and boilers, is rationally performed using elastic plastic corrugated pipes.

If the pipes of cold and hot water supply run in parallel, then the cold one should always be lower, so condensation will not form on it. The most common mistakes in the installation of internal water supply are:

• passing all pipes through one hole in the wall, with non-compliance with the minimum allowable distance between them;
