Fines for violating silence will increase in the Vladimir region
Until now, for the noise at night (they are considered time from 10 pm to 6 am) “with the use of televisions, radios, tape recorders, through loud singing, shouting, whistling, playing musical instruments” violators were fined from 500 to 1000 rubles, and officials - from 500 to 2500 rubles.
The Committee on Government, Law and Order and Local Self-Government of the Legislative Assembly of the Vladimir Region approved amendments to the regional law “On Administrative Violations in the Vladimir Region”. The deputies unanimously voted to increase the fines for those who rage at night, organize night parties or simply turn on loudspeakers.

As explained by Zebra TV in the department of the Ministry of Internal Affairs for the Vladimir region, since July 2014, the police are not authorized to draw up protocols for offenses related to the violation of peace and tranquility. This happened after amendments were made to the federal legislation concerning the division of powers between the federal executive authorities and the executive authorities of the constituent entities of Russia.
The police specify that certain difficulties with the implementation of the “law of silence” began to arise when it was not yet specified who had the authority to draw up protocols for this group of administrative offenses. Now the legislation stipulates that protocols can be drawn up by an administrative commission. Theoretically, it will also bring violators to justice.

Then the police will have the authority to fine for violations provided for by the regional law, Roman Kavinov explains. - Such an agreement has already been prepared and signed by the governor, but for some reason there is still silence in the Ministry of Internal Affairs.
