Features of approval and registration of a document
The prepared specifications must be agreed between the developer and the customer enterprise and approved. In the course of coordination activities, the parties to the transaction may, if necessary, involve other third-party organizations in the procedure.
The approval time is up to 20 days from the date of receipt of the document by the customer. Its compliance is documented by the visa of the head/authorized employee of the company and a special stamp, as well as a separate document - the act of acceptance.
The approval of the document is carried out by its developer or an authorized state body with the inscription “Approved” placed on the title page of the documents.
For your information!
Specifications do not have a limited period of validity and are approved for an indefinite period. Necessary changes to the document go through similar procedures for approval and approval.
The owner of the specification and the holder of the original document is the organization that develops and approves the criteria, as well as updating its content.
Updating can be done by the decision of the owner or according to the instructions of the regulatory authorities. The holder of the original copy has the right to cancel the drawn up requirements if he makes his own decision or if it becomes necessary to fulfill the requirements of the authorized bodies.
The prepared document (with specifications) is assigned a special digital number from 4 groups separated by hyphens:
- product code (according to OKP);
- serial registration number determined by the developer;
- code of the organization that developed the document (according to OKPO);
- the date of approval of the document, entered into the Unified list of specifications.
Information on technical specifications after approval is transferred for registration and addition to the register to the Agency for Technical Regulation (Rosstandart). Registration for technical specifications is not mandatory, except for cases of registration of the relevant standards for products of the food, pharmaceutical, including cosmetic, and chemical industries.
Registration in other organizations is carried out after a special examination, obtaining results for compliance with the technical requirements of state standards (GOST 2.114) and making the necessary adjustments.
For your information! Registration of requirements for food industry products is carried out only by authorized and accredited structures located at the actual location of the organization that issued and approved the technical specifications.
During registration, an imprint of the seal and marks of the registrar are put on the sheets of technical specifications (title, catalog sheet). The right to register technical specifications and add them to the register is granted only to Rosstandart organizations accredited in the regions.
Official registration of the document simplifies the subsequent certification of production and certification of the product, unambiguously defining intellectual property for the owner of the specifications.
The development of technical conditions is allowed on an independent basis by organizations. Preliminary tests and checks of products are carried out, conclusions are drawn up on compliance with prescribed standards, a description of the results obtained in the process of practical testing, what equipment and technology was used.
In total, the following categories of TU are distinguished:
- General, assigned for categories of goods of the same type
- Specialized. A reference point is a certain substance, material or product can be operated
- Manufacturing for a specific part of the product.
It is an organizational standard that supports the implementation of state policy in the field of standardization.In addition, the Federal Law 162 stipulates not only the improvement of the quality characteristics of products, but also the creation of optimal conditions for competition.
Among the main functions, the following aspects can be distinguished:
- Identification of the main aspects in the field of production
- Fixing a certain standard in accordance with the established parameters and standardization rules at the state level
- Getting identical results
- The ability to organize the protection of their own interests in the process of litigation.
Meaning of Specifications
Technical specifications for products are important for both the manufacturer and the consumer.
In the first case, the corresponding document defines almost the entire production process, that is, the entire chain from and to. According to TU, the behavior of the manufacturer is largely established. You can refer to this document to determine the level of product quality. In fact, this is the declared minimum, below which the company cannot fall.
As for the consumer, he can use the specification to evaluate the product. In particular, it is this document that the parties often turn to during disputes that may arise between the seller and the buyer regarding the quality of the goods. If the condition of the product and its characteristics do not correspond to the specifications, then the client has the right to demand a return and compensation
TU is also taken into account during the examinations, which are usually also carried out in connection with the need to protect the rights of the store's client. Thus, the document under discussion becomes a kind of reference point for both parties.
It should be borne in mind that the development of technical specifications greatly facilitates the solution of the issue of intellectual property. The fact is that if the company has already figured out the specifications, then it will be easier for it to prove that it was it who created a specific recipe or improved a certain technological process, since all this was reflected in the documents.
Specialists draw attention to the fact that the presence of technical specifications facilitates many legal issues. In particular, now you can not paint all the characteristics of the product, but simply indicate the data of the corresponding document
In addition, lawyers advise fixing the specifications in various contracts. Based on such standards, it is already possible to specify the rules for transportation, requirements for packaging or storage.
Registration procedure
To date, you can get comprehensive information about the technical conditions by contacting the "Products of Russia". This database is supported on the basis of the Federal State Unitary Enterprise Standartinform. All information is provided by manufacturers, as well as prepared catalog sheets - KLP.
If it is necessary to correct the information, the manufacturer must submit an appropriate application to Rosstandart. Filling out the CLP is a prerequisite. The registration process can be divided into several periods:
- Preparing the necessary forms
- Collection of documents in accordance with the list
- Sending an application for registration
- Service payment.
At the end, it remains only to receive catalog sheets with a special TU stamp. In accordance with the information stated by Standardinform, the general procedure regulates the production of no more than 10 days. There is a service of urgent production for a fee - 1 day. To do this, all documents can be scanned and sent by e-mail. As a rule, it is necessary to pay for information consultation, as well as assistance in filling out catalog sheets.
What is the design of TU
The procedure for issuing technical specifications includes several stages:
- preparation of a description of the manufactured object, for which the development of specifications is required;
- the actual development of the required conditions;
- coordination and subsequent approval of the prepared criteria;
- registration of prepared provisions (optional step, performed if necessary).
Registration of technical specifications begins from the moment the manufacturer decides to manufacture the product according to a procedure that differs from the state standard.
The following data are required for the development of technical specifications:
- the product's name;
- OKPO code (for the manufacturer of goods);
- list of modifications of the developed product;
- purpose of the manufactured object and its technological description;
- OKP code (for the product);
- description of the technological procedure of production, indicating the specific tech. parameters;
- composition of components;
- the procedure and criteria for the transfer / acceptance of goods by the structures of those. manufacturer's control;
- methods, means for carrying out test control in relation to the manufactured product;
- methods of packaging and the material used for it, as well as a list of documents placed when packing in a container;
- types of transport used for movement and transportation parameters;
- conditions for ensuring the safety of the object;
- criteria for safety standards (during the production and use of the product);
- operating parameters;
- terms for warranty.
During the development of technical specifications, the requirements of GOST (2.114-95, 51740-2001, 2.114-2016) are used, concerning the preparation of design documentation and generalized requirements for its preparation and execution.
Why are TUs needed?
The presence of technical conditions is required by the manufacturer if:
- the criteria and parameters of the manufactured product are not determined by any of the accepted standards of the Russian Federation or interstate standards in force in the Russian Federation (GOST R, GOST) or regulatory technological regulations;
- it is necessary to expand the provisions of GOST or combine the criteria of several existing state standards in relation to a particular product.
For your information! Specifications supplement/replace the state standard, moreover, TU is prepared for a specific type of product, and GOST includes general requirements.
Compliance with the established requirements confirms the degree of quality of the product at each stage of the production cycle: in the process of direct production, control of the procedure, ensuring compliance with safety and environmental requirements, movement, storage and consumption.
For the organization producing the product, the document defines almost all the constituent elements of the production process. The provisions of the text determine the quality level of the manufactured goods, and the manufacturer is responsible for the compliance of the actual level with the one stated in the documentation.
The consumer, based on the information in the document (TS), gets an idea of the integrity of the manufacturer, comparing the compliance of the actual quality characteristics of the product with the declared ones.
Important to consider!
For the preparation of technical specifications, the decision of the manufacturer of the goods or the requirement of the consumer of the latter is required. Each type of substance, product, product, material is assigned a code according to the Unified Classifier (OKP)
The completeness and information content of the generated parameters largely determines the degree of demand for products in the consumer market.
To obtain a declaration of conformity or a certificate for any product from an accredited certification body, the presence of GOST, OST or TU is required.
The requirements of the document must comply with the special technological regulations of the Customs Union, the requirements of regulatory, legal acts and standards of the Russian Federation, and sanitary rules.
What is indicated in the developed document
The TS document is an integral element of the design or other special documentation for the product. In the absence of the last specification, it serves as a document reflecting the full set of requirements for the product, its creation, production and acceptance control.
The established requirements and norms cannot contain inconsistencies or contradictions with the mandatory norms of the standards developed for this product, both state and interstate, operating on the territory of the Russian Federation.
The TU must have a section indicating the methods of quality control and acceptance of the finished product, aimed at the maximum prevention of disagreements between the consumer of the product and its manufacturer.
The technical specifications include an introductory part describing the general provisions for the product and the manufacturer, as well as sections that consistently reflect:
- special requirements and norms in the course of describing technical processes and the specifics of the manufacturing process;
- requirements of safety standards regarding manufactured products and labor protection;
- environmental standards and regulations for the protection of the environment;
- requirements for the acceptance of the object, methods of quality control of the manufactured goods;
- rules for moving and ensuring the safety of the product;
- determination of operation parameters;
- product manufacturer's warranty terms.
As an application, an image (general view) of the product, a list of equipment (control, measuring, auxiliary), used terms and documentation, to which there are links in the TS, are placed.
Development of specifications
When writing technical specifications for production, it is necessary to be guided by the standards of GOST, in particular, to adjust the technical conditions, the following are used:
- GOST 2.114-2016 ESKD. Specifications.
- GOST R 51740-2016 Specifications for food products. General requirements for development and design.
The first is the general aspects of the design documentation, and the second is a list of requirements for development, as well as the correct completion of all sections. Specifications may cover only one type of product, material or product. This document consists of sections, the sequence and content of which are clearly fixed in GOST:
- those. requirements;
- safety regulations;
- product acceptance requirements;
- conditions of transportation and storage;
- marking methods;
- ways to control the quality of goods;
- Operating Instructions;
- guarantee period.
Any company planning to produce a product, or a research institute of the required profile, can develop specifications for products. If such a set of documents has already been created, it may make sense to contact the owner organization and use ready-made data.
In order for development to justify itself, it must follow certain principles. In particular, we are talking about the following:
- Complexity. This means that this procedure covers all the properties of the product as a whole.
- openness. The applicant himself controls the process, even if he does not participate in it. Each stage of the ongoing work can be checked. Access is free.
- Consistency. To obtain scientifically reliable data, this principle is very important.
All of the above is directly related to standardization. The general meaning is to bring all specifications to a single sample. The state policy in this area is also aimed at this, which began to be actively implemented in 2016 after the adoption of a relevant law in the industry under discussion.
Document overview
The procedure for connection (technological connection) to gas distribution networks of designed, under construction, reconstructed or built, but not connected capital construction facilities has been determined.
Capital construction facilities are connected (connected) to the gas distribution network in the following order. Issuance of technical conditions for connection (technological connection) on the basis of a relevant request sent to the contractor. If the maximum hourly gas consumption does not exceed 300 cubic meters. m, applicants have the right to send an application for the conclusion of a connection agreement without prior issuance of technical conditions.The features of determining and providing technical conditions for the assignment of the right to use power are highlighted.
The next steps are the conclusion of an agreement on connection (technological connection) on the basis of the relevant application received by the contractor. Its essential conditions are listed. Measures for connection (technological connection) provided for by the technical conditions and the contract. Obtaining a permit for the commissioning of the applicant's capital construction facilities. Drawing up acts on connection (technological connection), delimitation of property and operational responsibility of the parties.
The features of informing the applicant about the amount of payment for technological connection, as well as determining the technical feasibility of connection (technological connection) of the applicant with a maximum hourly gas consumption of more than 300 cubic meters are noted. m.
Amendments have been made to a number of acts of the Government of the Russian Federation. Among them are the Basic Provisions for the Formation and State Regulation of Gas Prices and Tariffs for Gas Transportation Services (now also payments for the technological connection of gas-using equipment to gas distribution networks). There are 3 groups of gas consumers with different approaches to the regulation of the fee.
In particular, the fee for connecting equipment with a maximum gas flow rate not exceeding 15 cubic meters. m / h (if gas is used in business) or 5 cubic meters. m / h (for other applicants) ranges from 20 thousand to 50 thousand rubles. This takes into account the gas consumption of the applicant's equipment previously connected at this point. The condition is the distance from the gas-using equipment to the gas distribution network of the organization to which the application is submitted (with a design working pressure of not more than 0.3 MPa) - no more than 200 m, and the activities themselves involve the construction of only gas pipelines-inputs (without the installation of gas reduction points) .
The named order and changes come into force from March 1, 2014.
Starting from 2014, gas distribution organizations keep separate records of income and expenses related to the connection (technological connection) of capital construction facilities to gas distribution networks.

Types of specifications
The type of technical specifications for products depends on the task:
- General specifications. Requirements for products are similar to those put forward by GOST. Developed immediately for a class of products. For example, specifications for the production of steel pans in molds. In fact, they are created for the same type of goods. The key in this case is the identity of the product, deviations are perceived as a marriage.
- Special technical conditions (STU). Norms created for a specific task, object, material, etc. May be needed even if there is general documentation to establish additional requirements. Justification must be included in the package. For example, STUs are developed when planning work on the restoration of architectural monuments, and for each object separately.
- For components (for component parts). In this case, it is also necessary to justify why the documentation cannot be issued for the entire product at once.
Development of Specifications
The first document in the manufacture of products in Russia is the Technical Conditions or Organization Standard (STO).
Specifications (TS) is a regulatory document that establishes requirements for products. The document is developed by the manufacturer for a specific type of product. It prescribes all the standards for compliance with which products must be examined, after which a certificate of conformity or a declaration can be issued.
Specifications are developed in accordance with GOST 2.114-95.
The document must contain the following structure:
- introduction;
- technical requirements;
- safety and environmental requirements;
- acceptance rules;
- control methods;
- transportation and storage;
- operating instructions;
- manufacturer's warranty;
- Appendix A. General view;
- Annex B. List of control and measuring equipment and auxiliary equipment;
- Annex B. List of documents referenced in the TS;
- Appendix G. List of terms used in TS.
Assignment of the number of Technical Conditions
Each specification has its own individual and unique number. To assign a number, it is necessary to determine the product code in accordance with the all-Russian classifier of products by type of economic activity. In addition to this, you will need the number that was assigned during the registration of the legal entity of the manufacturer in the section of the all-Russian classifier of the enterprise and organization (OKPO code).
OKPD2 code → serial number of created specifications for production, for example 001 → OKPO code → year of entry into force
For example: Specifications for products "Distribution boards for residential buildings" have the number: TU 27.12.31-001-0132632125-2018
- group - these are the first six digits of the OKPD2 product code (12/27/31)
- group - this is the serial number of technical specifications assigned to the enterprise (001);
- group is the manufacturer's OKPO code (0132632125);
- group - year of entry into force of the document (2018).
Examples of our work are shown below.
- TU - switchboards.
- TU - equipment for children's playgrounds.
- TU - tractor trailer-wagon-house.
- TU - measurement system.
- TU - means of disinfection.
The period of validity of the technical conditions is not limited. The development procedure is considered the simplest task for an experienced specialist and takes only a few working days. To start developing specifications, you will need a technical description of the product and details of the manufacturer. The cost of development depends on the complexity of the equipment or device, on the amount of work and can range from 3,000 to 14,000 rubles.
Registration of Technical Specifications
Registration of technical specifications means an independent expert verification of the document for the correctness of the preparation of technical specifications, current and current regulatory and technical standards used in the manufacture of products, the composition and safety of materials and raw materials used for the manufacture of products. During the audit, deficiencies may be noted that need to be corrected. In case of successful verification, the expert organization puts a stamp on the title page of the specifications and certifies the catalog sheet, which is an integral part of the specifications after their registration. The registering authority enters information into the reporting log of registered specifications. Registration of specifications is voluntary for most existing products. The exception is food and children's products, cosmetics and chemical products. After the registration of technical specifications, changes made to the document also require verification and notification of the registration authority.
A responsibility
Please note that after the development of technical specifications, compliance with its requirements becomes mandatory in some cases. For violation, you can receive administrative sanctions, as well as criminal liability (in the event of particularly serious consequences). Such a tough measure is justified where people's lives are at stake.
The development of Specifications can be a complex task for a company. Lack of time or expertise often resulted in registration being denied or unnecessarily dragging out the process. Therefore, it is best to entrust this process to professionals.
Specifications (TS) for goods are presented in the form of a document, the content of which reflects a list of requirements regarding
- safety and quality characteristics of the product,
- production parameters,
- security and relocation.
The purpose of the document is to describe methods to uniquely identify the product and control compliance with the requirements for the product offered on the consumer market.
Registration of relevant documentation is required for any type of manufactured product (food, furniture, equipment, technological devices, chemical reagents). An organization that employs technical specialists of the necessary qualifications can independently develop specifications, otherwise it is possible to turn to third-party specialized companies.
