Preparation of housing stock for the heating season 2017-2018
Comprehensive preparation of housing and communal services facilities for seasonal operation is regulated by the regulatory requirements for people living in the autumn-winter period.
- elimination of cracks and holes in the outer walls, plinth, attic ceilings, roof and places of their joining with each other, windows or doors;
- restoration of plaster coating, roofing, etc.;
- putting in order the technical premises;
- checking the integrity of window and door fillings, closers and porches;
- carrying out trial furnaces of central heating and stoves;
- ensuring the removal of atmospheric and melt water from the descents to the basement, window pits;
- checking the quality of waterproofing of foundations, basement walls and basement;
- checking the operability of heating furnaces and installations with gas heaters, chimneys, gas ducts, internal systems of heat, water and electricity.
Based on these recommendations, as well as the shortcomings identified as a result of the spring inspection of the MKD and its engineering systems, the management company or the HOA develops an action plan for preparing for the heating season and approves it with local governments.
The management company's preparation plan for the heating season, in addition to technical work, includes a number of organizational measures:
- retraining and advanced training of employees who ensure the operation and emergency repair of boiler houses, heating points, engineering systems;
- instructing emergency service workers, maintenance workers, janitors;
- carrying out technical inspection and maintenance of vehicles, means of communication, equipment, tools, cleaning equipment, inventory;
- preparation or restoration of schemes of intra-house engineering systems;
- conducting an audit of thermal units, operability of metering devices (with replacement, if necessary), certification of the integrity of the seals.
In addition, when preparing for the heating season, management companies and HOAs must take into account other requirements of Rules 103:
- the degree of readiness of heat-consuming installations for operation and their provision of the mode of consumption of thermal energy specified in the resource supply contract;
- absence of debts for delivered thermal energy, coolant;
The main problem in preparation for the heating season is the highest level of consumer debt for supplied energy resources. Debt in the housing and communal services sector is more than one trillion rubles, of which 800 billion are debts of management companies to resource supply organizations.

In accordance with the Rules for the maintenance of common property in an apartment building (approved by Decree of the Government of the Russian Federation of August 13, 2006 No. 491), the responsibility for preparing in-house engineering systems for seasonal operation is assigned to the owners of residential premises of an apartment building (in the case of direct management) or HOA and managers companies. Law on "alternative boiler house"
As for preparations for the 2017-2018 heating season of the heating network, control over it will be entrusted to new structures - unified heat supply organizations (ETO).
On July 31, 2017, President Putin signed the federal law “On Amendments to the Federal Law “On Heat Supply” and Certain Legislative Acts of the Russian Federation on Improving the System of Relations in the Sphere of Heat Supply.”
The document, which received the popular name “Law on the “alternative boiler house”, changed the system of regulation of heat tariffs. The new model provides for the establishment of a price limit for the coolant, which is called the “alternative boiler house”. This is a calculated figure.It corresponds to the cost of one gigacalorie of thermal energy if consumers want to build their own (alternative) boiler house.
In addition to ensuring the uninterrupted process of heat delivery from the producer to the consumer, ETOs will be responsible for the entire range of measures for the construction, reconstruction, modernization of heat supply facilities, as well as for their preparation for seasonal operation.
However, the maintenance of intra-house networks, the installation of heat meters and the preparation of the heating unit for the heating season will remain the responsibility of management companies and homeowners associations.

Pressure testing of heating systems is carried out:
- in the complex for preparing buildings before the start of the heating season;
- after replacement (repair, modernization) of pipelines, radiators, other instruments and equipment;
- when putting the object into operation.
The document confirming the readiness of the systems for operation is the act of hydraulic tests or pneumatic tests filled in in accordance with national requirements (hereinafter referred to as the “Act”). It is issued at the final stage of technological test measures that help identify defects in pipelines and equipment, confirming its standard performance.
Step 2. Schedule for preparing the house for the cold season.
An analysis of the inspection carried out in the spring makes it possible to detect the shortcomings that appeared in the past period. They will be eliminated according to the drawn up schedule. This paper is approved by the local authorities, who monitor the preparation of all ITPs for the heating season. This is exactly what is prescribed to be done in accordance with paragraph 2.6.4 of Regulation No. 170.
For the schedule, the laws also do not specify the exact deadline for submission, but it can be separately specified in regional legislation. If there are no such instructions, then this document is submitted immediately after the spring shutdown of heating.

It has been established how readiness for the heating season is assessed.
For this purpose, checks are carried out. In relation to municipalities, they are carried out by Rostekhnadzor, for heat supply and heat network organizations - by local governments of settlements / urban districts. Thus, control measures are carried out by a special commission formed by the above-mentioned bodies. When checking consumers, the commission may include representatives of a single heat supply organization, as well as one to whose heat networks heat-consuming installations are directly connected.
The inspection is carried out in accordance with the approved program. At the same time, members of the commission can not only get acquainted with the documents, but also inspect the objects of verification.
Requirements have been established that are verified in relation to municipalities, heat supply and heat network organizations, as well as consumers of heat energy.
For example, in relation to heat supply and heat network organizations, they check the existence of an agreement on the management of the heat supply system, the readiness to fulfill the heat load schedule, the functioning of the operational, dispatching and emergency services
Also, attention is paid to the quality of heat carriers, ensuring trouble-free operation of facilities, organizing commercial accounting of purchased and sold heat energy, etc.
The check is closed by an act (its form is approved). If there are comments, a list of violations that need to be eliminated is attached to it.
Persons to whom there are no claims, as well as those who eliminated violations in time, are issued a passport of readiness for the heating season. Deadline - 15 days (but no later than September 15 - for heat consumers, November 1 - for heat supply and heat network organizations, November 15 - for municipalities).
Criteria for the reliability of heat supply have been approved, taking into account climatic conditions.
UO, HOA, ZhK, ZhSK are obliged to prepare for the heating season the apartment buildings they manage. Before the onset of the cold season, the management company must prepare the house for the heating season. This is necessary for the normal operation of heat supply communications in winter, as well as ensuring the comfort of residents. Before supplying heat to the MKD, the managing organization carries out the following actions:
- in the spring, common house property is inspected with the drawing up of an appropriate act;
- a schedule is drawn up according to which the high-rise building will be prepared for the winter season;
- the necessary preparatory work is being carried out;
- a readiness passport is drawn up;
- the readiness of communications is checked;
- in the fall, her one inspection of the common house property is carried out, a similar act is drawn up.
The listed actions are carried out in each house served by the management company.
In the regions, the preparation procedure may be different. For example, sometimes you can do without the 5th stage with a readiness check by the commission. To confirm here, a passport of readiness for the heating season is enough. At the same time, there are doubts as to how legitimate such a simplified procedure is. To maximize risk reduction, it is better to prepare for possible verification actions.
Lack of proper preparation at home leads to a fine
In such cases, Part 2 of Article 14.1.3 of the Code of Administrative Offenses of the Russian Federation applies to the MA, which implies fines of the following sizes:
- 250,000-300,000 rubles — for organizations;
- 250,000-300,000 rubles, as well as up to 3 years of disqualification - for individual entrepreneurs;
- 50,000-100,000 rubles, as well as up to 3 years of disqualification - for officials.
For HOAs and housing cooperatives, penalties are determined separately in Article 7.22 of the Code of Administrative Offenses of the Russian Federation. The association itself can be fined 40,000-50,000 rubles, and its responsible persons - 4,000-5,000 rubles. The difference in fines for the Criminal Code and partnerships with cooperatives was explained by the Supreme Court of the Russian Federation (paragraph 29 of the Review of Judicial Practice No. 3 of 07/12/17).
The payment of a fine does not eliminate the need to eliminate shortcomings in preparing the house for winter. If this is not done, then responsibility will follow for the unfulfilled order of the GZhI.
What should be in the Act
The Act displays the results of the following actions of the personnel responsible for the verification procedure:
- water or air with the help of special equipment is injected into pipelines until a certain pressure is reached;
- the system is carefully examined, especially the joints of its elements, for leaks, as well as other defects that can cause interruptions in the operation of thermal equipment;
- measures taken to eliminate defects (if any).
The regulation of hydrotesting of thermal installations is prescribed by the standard SP 73.13330.2012 "Internal sanitary systems of buildings". According to it, test operations are performed as follows:
- The supply of working fluid to the pipelines of the heating system is carried out in stages, with a stepwise increase in pressure, until it reaches the established threshold value. It is recommended that the coolant be injected at intervals of 10 minutes until all air pockets are released.
- The test pressure, controlled by the manometer, is maintained for at least 10 minutes. The test pressure should be 30-50% higher than the working one (depending on the wear of the system), but not higher than the minimum allowable pressure of one of the devices. For example, if cast-iron radiators are installed in the building, the pressure should not exceed 6 MPa, if steel radiators are 10 MPa.
- If pressure testing is carried out in a residential building, residents of the house are warned about the work.
- Characteristic indicators of leaks are a sharp drop in pressure of the working fluid or its gradual decrease by more than 0.2 kg/cm2.As a rule, coolant losses occur at threaded or flanged connections, which are subject to tightening, repacking or replacement of gaskets in them. If it is impossible to eliminate the defect, the unit is rejected and replaced.
Passport of preparation for the heating season 2019 rules and sample filling
Unfortunately, cases when residents of apartment buildings were left without heat in the winter are not so rare.
In order to prevent such problems from arising, it is very important to carry out all preparatory measures correctly and in full, as well as fill out the relevant documents, including obtaining a passport. It should be noted that there are a number of mandatory steps
There are a number of checks:
Valve pressure regulators;
networks - both general and intra-apartment;
ventilation.
Checking readiness for the heating season has a specific recommended deadline - September 15th. However, here we still need to make an adjustment for the region. The thing is that the southern parts of our country should be completely ready for heat supply before October 1, while the northern and eastern parts - until the first day of autumn. Preparatory work is carried out by authorized organizations responsible for the management of apartment buildings. A completed passport in this case is a documentary evidence of high-quality and comprehensive training.
Heat will not be supplied until it is fully decorated. The passport is issued by the supervisory authority. The basis for this is the complete readiness of not only intra-house networks, but also management organizations. In case of non-compliance with the established criteria, the passport will not be issued. Moreover, in this case, utilities will also be punished with a fine.
Please note that the first document that is issued after the checks is an act. Then, within 15 days from the date of its signing, it is necessary to fully issue a passport confirming the readiness of the object
If no problems are identified, heat is supplied on time.
